Hey Long Beach! We found out your city council added an agenda item (#26) for tonight's meeting you should know about.

They want to cap ALL public comments in a single 90 minutes. Speaker would get one chance to talk, before agenda items are discussed. #lbwatchdog #longbeachpost #indivisiblelb
LONGBEACH COUNCIL MAN DARYL SUPERNAW FOURTH DISTRICT VICE MAYOR Roberto URANGA CITY OF LONG BEACH TUNUA Thrash-Ntuk LONG BEACH STH DISTRICT CITY COUNCILWOMAN 26 Date: Tuesday, September 1, 2026 To: Honorable Mayor and City Council From: Daryl Supernaw, Councilmember, Fourth District Vice Mayor Roberto Uranga, Councilmember, Seventh District Tunua Thrash-Ntuk, Councilwoman, Eighth District Subject: Ordinance for City Council Meeting Streamlining and Fiscal Year 2027 Budget Savings Reprogramming RECOMMENDATION Recommendation to request the City Attorney prepare an ordinance amending Long Beach Municipal Code (LBMC), Title 2, Chapter 2.03, to consolidate the public comment periods at City Council meetings into a single public comment period at the beginning of meetings, following the call to order, roll call, pledge of allegiance, ceremonials, and presentations; and direct the City Manager to work with the Budget Oversight Committee to identify eligible funds for reprogramming toward the Fiscal Year 2027 Budget restorations and community priorities. DISCUSSION The Problem A July 30, 2026 memo from the City Clerk outlines the financial and operational impacts on the City of Long Beach to comply with Senate Bill 707 (SB 707). SB 707 is an unfunded state mandate. Achieving compliance requires extensive resources from the Office of the City Clerk, the Language Access Program (LAP), and the Technology and Innovation Department (TI). Taking effect July 1, 2026, SB 707 expanded public access to City Council meetings by requiring equal remote and in-person participation options, enhanced accessibility, multilingual support, and standardized technical disruption procedures. The overall implementation cost for Fiscal Year 2027 (FY 27) is estimated at $487,219, leaving a net unfunded balance of $150,632 beyond what was allocated in the FY 27 proposed budget. Prior to the July 1, 2026 effective date of SB 707, City staff evaluated potential updates to the City Council order of business, incorporating community feedback and impending mandates under Senate Bill 707 (SB 707). Honorable Mayor and City Council September 1, 2026 Page 2 To align with these requirements while streamlining City Council meeting proceedings, City staff recommend several Long Beach Municipal Code (LBMC) amendments, including consolidating public comment into a single public comment period at the beginning of the meeting, where each speaker has one opportunity to speak on all agenda and non-agenda items, with the total time for all public comment capped at 90-minutes. Standardized speaker time limits will be implemented as follows: If there are ten speakers or less - 3 minutes per speaker, from 11-20 speakers - 90 seconds per speaker, 21 or more speakers - 60 seconds per speaker, consistent with current City Council rules that allows the Chair to reduce speaking time when there are large numbers of speakers. The proposed public comment process above shall not apply to hearing items which would still have their own dedicated public comment period. Hearing items shall be taken immediately following the public comment period held at the beginning of the meeting. Public comment speaker time limits for hearings will be implemented as follows: If there are ten speakers or less 90 seconds, 11 or more speakers - 60 seconds. Public comment speaker time limits do not apply to parties involved in the hearing This matter was reviewed by Budget Manager Rebecca Bernstorff on August 27, 2026. FISCAL IMPACT The recommendation requests the City Attorney to update LBMC, Title 2, Chapter 2.03, to consolidate the public comment periods at the City Council meetings into a single public comment period session at the beginning of the meetings as outlined in the Recommendation and Discussion sections above; and, direct the City Manager to work with Budget Oversight Committee to identify eligible funds for programming toward FY 27 Budget restoration and community priorities, that was noted in the FY 27 Proposed Budget Mayor's Recommendations. This recommendation is anticipated to have a minimal staffing impact beyond the normal budgeted scope of duties as this will alleviate resources and costs associated with streamlining public comment periods throughout the City Council meeting. This is consistent with existing City Council priorities to minimize organizational operational costs and there is no local job impact associated with this recommendation. SUGGESTED ACTION Approve recommendation. STATEMENT OF URGENCY Consideration and deliberation of this item is requested on Tuesday, September 1, 2026 to allow any direction to be incorporated to any Budget Oversight Committee recommendations and/or final Fiscal Year 2027 budget adoption processes. Honorable Mayor and City Council September 1, 2026 Page 4 Respectfully submitted, Daryl Super Daryl Supernaw, Councilmember, Fourth District Vice Mayor Roberto Uranga, Councilmember, Seventh District Tunun Thak Nink Tunua Thrash-Ntuk, Councilwoman, Eighth District
