I worked in Aerospace, and even in Advanced IR&D Programs, they are so bogged down with archaic rules and procedures, gov't and Congressional guidelines, plus an institutional tunnel-vision - it is very difficult to be innovational.

With SpaceX being new, they didn't have many of those restrictions
