Cops on campus update from Columbia Senate raises some interesting questions: If Columbia cops can issue summonses and make arrests, why aren't they subjected to NYC law about body-worn cameras? If they are "not intended to arrest students," what does "temporarily detain and transport" mean?

Columbia University Public Safety: Special
Patrol Officers Program Overview
Columbia University is preparing to deploy a new group of Special Patrol Officers (SPOs), who
are currently on staff but not yet active. These officers—25 in total after today—are
distinguishable by their light blue uniforms and consist of both Allied Universal contractors
and Columbia employees. Allied contractors will remain integral to campus safety operations.
Deployment & Oversight
● SPOs will be assigned to walking posts in pairs, with plans to expand coverage to
three shifts, 24/7.
● They are not intended to arrest students but may issue summonses for
non-compliance with university rules.
● Complaints regarding SPO conduct will be handled directly by Public Safety—no
civilian complaint review board applies.
● A compliance hotline is available for reporting concerns.
Training
● Training is conducted off-site at the CUNY Special Patrolmen’s Academy, including
periodic retraining.
● Officers also receive anti-bias training, Ritz-Carlton customer service training
(June), and Columbia de-escalation training (June).
● A code of ethics exists, but it is not public; officers receive 4–6 hours of training on it.
Equipment & Transparency
● Body cameras are not legally required under NYC law and are not currently in use.
NYPD does not have access to any potential footage before legal proceedings.
● Listening sessions are planned to gather community feedback.

Enforcement & Holding Procedures
● Violations may result in a summons or a Desk Appearance Ticket (DAT).
● Individuals may be temporarily detained and transported to Manhattanville, followed by
transfer to the 26th precinct for processing.
● Warrant checks are conducted via the NYPD. Detainees are fingerprinted.
● The holding facility has no bars, limited camera coverage, and currently no visitation
or images allowed.
Broader Context
Anne Waters is analyzing practices at peer institutions for comparison. Despite operational
changes, there are currently no plans to reopen campus gates.
