Yesterday (June 8), the Hokkaido Ainu Association held its regular general meeting in Sapporo. On June 6, the Raporo Ainu Nation and Shizunai Ainu Association submitted a proposal to the government regarding the Ainu legislation.
I have summarised both the June 8th and 6th meetings below:
(Photo above is of the Hokkaido Ainu Association's meeting, with Chairman Masaru Okawa speaking at a podium while wearing a patterned Ainu robe) Results of the Hokkaido Ainu Association Meeting (June 8): • Approved a plan urging the national government to: - Strengthen enforcement of the anti-discrimination clauses in the Ainu Policy Promotion Act (The "New Ainu Law"). • Criticized discriminatory remarks by public figures: - Specifically referenced LDP lawmaker Sugita Mio, whose remarks were officially recognized as human rights violations. - Expressed regret that she was endorsed by her party for the upcoming election. • Decided to hold a ceremony in February 2026 to celebrate the association's 80th anniversary. - Specific details (date, format) still undecided. Raporo Ainu Nation & Shizunai Ainu Association (June 6): • Submitted a formal proposal to the government seeking revision of the New Ainu Law and related measures. • Seven key pillars in the proposal, including: 1. Guaranteeing Ainu livelihoods. 2. Enhancing Ainu language education. 3. Protecting Ainu cultural heritage. • Specifically called for: - Amendment of the Fisheries Resource Protection Act, which bans salmon fishing in rivers—seen as contradictory to Ainu cultural practices. - Reform of current ancestral remains repatriation guidelines, which: 1. Require government pre-approval for burial, enshrinement, and memorial plans. 2. Are said to deter applications and thus should be suspended. • Delivered directly to the Cabinet Secretariat's Ainu Policy Office. • Statement from Raporo Ainu Nation: "the proposal reflects the heartfelt wishes of the Ainu people and should be acted upon ". • Government response: "We will consider necessary measures based on this proposal and opinions from other dialogue sessions."
