My other (naive?) thought, here, is that Congress should codify what was long the norm - that people with pending, bona fide immigration benefits applications have a period of authorized stay in the US that should, ordinarily, bar their ICE detention and deportation.

This is illegal. The TPS statute says that, unless the DHS Secretary determines that the conditions justifying the TPS designation are no longer met 60 days BEFORE the end of the extended period of a TPS designation, the TPS designation automatically extends for another 6 months. 8 USC 1254a(b)(3)
