In my view, that's where the problem lies: at that point, the portfolio is being used as collateral for the loan.

So the portfolio should be valued when the loan is first taken out, and the projected capital gains being borrowed against should be taxed at that time.

A 2023 GAO report found LPO's loan portfolio generated income for the government. Their loss rate less than 3%.

They’re taking away remaining funds from the Loan Program Office, the Tribal Loan Program, & the loan program that builds EV & battery factories. These programs have a portfolio of loans that help bring new tech to the market in the U.S. Private banks can’t make these loans, nothing will get built.

For banks, 45% of their loan portfolio is subsidized loans. On a national scale, with such high rates, this is a huge risk for the entire banking system
