One class away from a chemistry degree so this is LITERALLY on my test and the answer is almost all makeups are fat soluble. Any oil such a hypothetical person is comfortable smearing on those eyelids. Could be coconut or whatever. Might take a few passes if it's set in deep.

if the max amount of makeup you wear for very special events (like your wedding) is like… 5/30 makeups, then there are only so many steps between your MAX FULLY DONE look and absolutely barefaced, I guess
