Don't think that Google indexes all the web pages it finds.
I have thousands of plain HTML pages to which I have been directing them with mapfiles for at least a decade and they don't bother indexing them. Nonsense claims of HTTP 404 (or 5xx), and all sort of erroneous nonsense. Even with adsense.

I do believe there is a crosswalk table from USDA agricultural district to FIPS code.
