So I made my own build automation which makes one that's as minimal as possible!
Only just enough for low-level games/tools:

Native Windows ARM64 runners are now available on GitHub Actions. Just use "runs-on: windows-11-arm" and the setup-msys2 action with "msystem: CLANGARM64" to start building/testing. >90% of MSYS2 packages are available for ARM64, so everything should be good to go.

Using MSYS2 made windows development slightly easier for me, but I didn't realize how annoying the package names were until I actually did some of the same things in Linux. I still take MSYS2 over the alternatives.

i go with MSYS2, gives you a full bash shell that integrates better with native tools/filesystem

I finally got my MSYS2 dev environment set back up. I want to make a proper site for my RPG Maker projects soon. I'm also going to put up a Github repository with my customized fork of mkxp-z that I'm using for them, so that people can potentially run them on other platforms besides Windows

Honest, non-@nedpyle.com response: On Windows, Visual Studio Community Edition gets you MSVC. MSYS2 gets you clang/llvm. It's depressingly hard to find this information.
