I think a large part of the story of why TX managed a major partisan flip while FL did not is the highly variable dynamics of population growth in the last decade. FL policies put a thumb on the scale in favor of a unique pattern of domestic migration (McKee et al.: doi.org/10.1093/psqu...) (1/n)
