It seems he wants to require any restaurants with outdoor seating to be ringed by bollards that can stop a car that might crash into them. The owner of the restaurant has pointed out that NJDOT regulations prevent them from putting bollards up next to a state highway.

As of 8am this morning, the sinkhole on I-80 eastbound in Wharton NJ has been filled and the interstate reopened. Thank you to the hard work of NJDOT and contractor crews for working through the holidays including through rough weather to get this done in less than 4 days.

"We" in this case also means "New Jersey Department of Transportation", which has jurisdiction over Nassau St (aka NJ-27). NJDOT is not known for aggressively building out Complete Streets safety improvements.

Not to make everything about NJ, but I can't resist. Under the leadership of NJDOT and Gov Murphy, NJ is planning to expand the Turnpike for a similar cost $1B per mile (cost not event updated since 2022!). At least NYC has some sense to spend the money on pubic transit.
Truly great news as NYC moves forward with this subway extension.
But the cost remains mind-boggling. We're talking $1.97 b for 1.6 mi of new tunnel, space for 125th St station, & upgrades to 0.5 mi of existing tunnel.
In Paris, a €2.5 b contract awarded last year will build 10.6 mi of new tunnel.

The next phase of the Second Avenue Subway is moving forward! Today, the MTA Board approved a tunnel-boring contract for the project, which will expand transit access in East Harlem. The new tunnel will stretch from 116th to 125th streets.

Every time I think NJDOT is terrible I look at how these sunbelt DOTs are literally building new urban highways and my head explodes.

Right. And there are other challenges too. For example, if Princeton NJ wanted to enact a congestion charge (extremely hypothetical), then NJDOT would just say "no, you cannot do that", and that would be the end of it.

1) The people who supervised a near total collapse in NJT's reliability
2) Themselves commissioned some 2000 pages worth of studies investigating if a Grand Central Madison could be built under existing Penn Station.
They're hypocrites at best.

The next governor will have control over NJ Transit, Turnpike Authority, NJDOT, and input on Port Authority decisions. It's important to elect someone who has a record of getting things done and who clearly cares about improving public transportation and cutting down on greenhouse gases.
