And then touching up the textures either by hand or by using white/grey/black lines with a blue matrix set to overlay blend to create 3D elements like bevels or creases

Image->Scale Image (to 79 pixels = a tenth to reduce aliasing, NoHalo worked better than Cubic)
Image->Mode->Indexed -> Generate Optimum Palette (30 colours to match Floss Cross default)
File->Export As (PNG to preserve quality)

I think he went for Gold Leaf in hair color to match his tacky style

Oh and by the by, who misses Lanczos interpolation when resizing images and layers? Because not everyone's a fan of NoHalo and LoHalo in 2.10 as they appear to produce worse results in scale factors outside the 100-200% range.
