In London I saw a guy with his car numberplates, front and rear, having the 9 covered with black tape, presumably to avoid the Ulez charge. So when he'd walked off I peeled the tape off the front plate. Hopefully he'll get pinged before he notices what I've done.

You can thankfully. The issue isn't the actual police for once IMO. From the picture they clearly have rear numberplates. Saw two of these just last night and they had numberplates. The issue is failing to describe them as electric motorbikes. Which is what they are and how they are being used.

In fairness, there is a big difference between counting traffic vs. logging numberplates, personal data, etc.

The agents often drive unmarked vehicles with plates from a variety of states, including Maryland, Virginia, Massachusetts, and Texas. Accompanying the ICE agents we also saw the Metropolitan Police Department, US Park Police, FBI, DEA, and ATF.

I've tried to report dodgy numberplates, but it's a waste of time with the police and DVLA making it too time consuming.

Anything that adds cost and complexity to cycling, such as licences, tests, numberplates, insurance or even mandatory helmet wearing, are just barriers designed by drivers to maintain the status quo.
