In Octopolis, its inhabitants selectively breed species of kelp that grow enormous 'pneumatocysts' that are then used to offset weight. The octopus in Justice here has achieved neutral buoyancy with the kelp buoys it's holding.

The monkey's fortunes have undergone a reversal since the Smith-Waite and Thoth decks. They're on the way down, below the surf and suffering for it. This reflects primate prospects in Octopolis: homo sapiens is extinct, and there's a new dominant species on the planet.

The ribbon eel is on the way up, it seems, but they're not in better shape. They breathe water! As previously noted, Eels are the mythical adversaries of the octopus but in the world of Octopolis, they’ve been domesticated and subordinated to their cephalopod overlords.
