includes everything in Option 2 plus another new build (likely to be Hibiscus Coast after 2048), 1 more community access grant, and 8 additional facility improvements, 1 partnership pool (Waterhole in Oratia).

Option 4 is massive and would fully close the gaps - but needs 11 new builds eeeek.

I live in a suburb in Auckland called Oratia and if I put out an open letter and called it the Oratia Declaration I would also hate myself. I think it's the "declaration" part more than the name (although as you say the name is pretty wanky)
