By which I mean it's not possible to progress from small pub gigs to medium size venues to big ones organically, enough to build a following and survive. There aren't the venues and the money doesn't work. Sure, there's a indy DIY scene, but you can't make a living as a small band any more.

Well, you didn't clarify either. Personally, I believe nothing could be more equitable than asking clubs to grow organically and spend in line with theor earning power. There will always be different categories of owners, with various levels of spending power. How do you legislate for that?

To me these are a kind of expansion of the "self balancing" you find in "grindy" rpgs. A player who knows all the tricks can beat the boss at level 30, but one who buys the most expensive gear and grinds another 10 levels also won't have any trouble. Players organically settle somewhere in between.
