Think of all important laws governing tech that came out of the two decades in which the OTA operated: the Privacy Act, CFAA, ECPA, VPPA. No wonder the GOP defunded it the minute they got the chance.

Their studies might have taken a long time, but the only reason they might be late was that OTA could not start a study on its own - it had to be requested by a committee. GAO and CRS had and have nowhere near the analytical capability that OTA had. And the OTA process was equally important.
