The rider allegedly tried to restart his motorcycle, prompting a prolonged scuffle that involved a police officer dismounting and engaging in a physical altercation in the middle of an intersection. The man, who was unlicensed, tested negative for alcohol and drugs and faces charges including failing to stop for police, resisting a public official, and using an unregistered vehicle.
