Oxford English Dictionary gives three pronunciations for "Premier," with /ˈprɛmiə/ for "British English" and /priˈmɪ(ə)r/ and /prəˈmɪ(ə)r/ for "US English." So US reporters are speaking US English. Whether that's APPROPRIATE or not is another question. Do YOU say "Naples" or "Napoli?"
