They literally introduced power levels to demonstrate it's not worth worrying about them because they don't show anything of use. Raditz was supposed to be stronger than Goku and Piccolo but he still died like a dog

and in one of those moments of being hassled and chased by some of the goons from that gang, he ends up running into Raditz hidding spot out in the woods, Raditz packs up the goons, and Kamori wants him to teach him how he dose all that cool "power stuff" XD and they just kinda go from there-

I think I'd want to take inspiration from Goku and Piccolo vs Raditz for it. Freeza's power advantage is huge, but they have some technical tricks to ever the odds. Maybe something like God Bind or whatever.
