My illustration using the public library was to make a point, not to oversimplify the matter. University libraries (especially) are intended for research and to make otherwise recondite resources available to students, instructors and researchers. The criteria they propose is not based on damage.
Having worked in a public library, I can tell you that most of what is discarded is incredibly damaged, might have mold or other stains/health issues on it, and is usually 30+ years old. What books can be salvaged often end up at the Friends store, or to other libraries.
