Cllr Booth moves his amendment Green amendment Amendment by the Green Group Transport and Environment Committee 30 January 2025 Item 8.2 – Powers to reduce car use Delete recommendations and insert: “Committee: 1) Notes the council does not currently have the powers to introduce road user charging or commuter charging under the Transport (Scotland) Act 2001, and that the planned regulatory review may delay these powers by several years; 2) Notes the council has declared a climate emergency, and that urgent action is required to tackle that emergency further notes the council has a target to reduce car km by 30% by 2030, and when last reported to committee in November 2024 this was not on track to be delivered; 3) Notes the council does currently have the powers to introduce a workplace parking levy (WPL), that considerable preparatory work on this has already carried out and that it could have a significant impact on discouraging unsustainable travel, raising funds for sustainable travel and meeting our climate and car km targets; 4) Therefore, in light of the information in this report, agrees to revisit proposals for a workplace parking levy, and to call an urgent cross-party meeting with trade unions and other relevant stakeholders with the intention of designing a workplace parking levy for Edinburgh which helps the city achieve our climate and car kilometre reduction targets without unfairly penalising workers, and which contributes to a just transition for Edinburgh, and to refer this decision to the council’s budget setting process to allow sufficient funds for the development of the WPL proposal to be progressed.

Addendum by the Green Group Transport and Environment Committee 22 May 2025 Item 7.5 – City Mobility Plan – Capital Investment Programme Prioritisation Outputs Add at the end of recommendations: 1.1.9 Notes that section 7 of the report includes a link to the City Mobility Plan’s integrated impact assessment, but that a separate IIA for the prioritisation exercise was not carried out, and has concerns that some of the impacts, for example pausing the Portobello 20 minute neighbourhood project which includes significant numbers of dropped kerbs, may have a negative impact on disabled people, but further notes there is an existing rolling programme of dropped kerbs which could compensate for this; 1.1.10 Notes that this prioritisation exercise has not attempted to assess whether similar mobility objectives could be delivered at lower cost for the schemes in the CMP; 1.1.11 Notes that the pressure on capital budgets which has necessitated this prioritisation exercise is a result of insufficient funding to deliver the CMP, notes the Convenor has previously written to the Scottish Government pointing out the problems that single-year funding creates; 1.1.12 Further notes that powers exist under the Transport (Scotland) Act 2001 for the council to introduce road user charging which could generate significant revenue to invest in CMP projects; notes the Scottish Government is about to announce a regulatory review to consider gaps in the secondary legislation to enable RUC but nonetheless agrees that the council should approach the following organisations with a view to entering preliminary discussions on whether there is common ground in our approach to road user charging, both at an officer and elected member level, with: a) Glasgow City Council b) Sestrans c) Edinburgh’s geographically adjacent councils. i.e. East Lothian, 1.1.13 Further agrees that, as part of the annual update report envisaged in paragraph 5.1, or as part of the ongoing CMP review, committee will receive an update on: a) the equality and poverty impacts of the reprioritisation exercise and whether the prioritisation needs to be adjusted to better promote accessibility and poverty reduction; b) whether similar mobility outcomes could be delivered for lower cost; c) whether any larger projects that have been paused could be split into smaller elements to allow some elements to be delivered, and likewise whether some larger projects which have not been paused should be split into smaller elements to allow deprioritisation of those elements which do not score so highly on the assessment criteria; d) that the annual update or CMP review should include an assessment of the paused projects, and in particular whether any changes to the funding landscape would merit a change to their relative prioritisation; e) the funding available for each of the rolling programmes for the coming year, and anticipated funding for the next three years. f) a specific update on schemes designed to make walking and wheeling easier in Edinburgh, including but not limited to an update on Edinburgh Accessible Streets Initiative (EASI) and Action for Better Crossings (ABC) Moved by: Chas cllr booth cllr rae
