Sotto filed the bill on September 29, 2026, following President Ferdinand Marcos Jr.'s signing of a law postponing the November 2, 2026 Barangay and Sangguniang Kabataan Elections (BSKE). The next BSKE is scheduled for the second Monday of November 2028, with elections held every five years thereafter.
