Usually this comes on condition of an agreement for low-income setasides, which I bet even you would agree is bad policy, but was until recently the preferred prescription of people like you carrying water for big moneyed interests. Once people started getting smart to it, YIMBY started emerging.

I'd have a hard time believing that racial setasides for representatives would either (a) pass or (b) be constitutional.

Actually, they were determined to be reverse discrimination by the SCOTUS in July 2023 in their ruling against Harvard and UNC when the practice of using preferences or setasides or quotas for admittance, scholarships or hiring was ruled unconstitutional
