This is one of the Reversible Destiny Lofts in Mitaka, Tokyo! Designed by the art/poetry/architecture duo made up of Madeline Gina and Shusaki Arakawa who operated under the name The Reversible Destiny Foundation. There’s a sculpture park they made in Nagano in the 90s as well in Japan.

Nagisa, meanwhile, holds a tray with a slice of cake and, also dressed as a butler, waits patiently for Masaki to finish while looking intently into his eyes. Both are slightly flushed and their shoes are touching from how close they are, yet their postures still make them look formal and professional despite the proximity. The drawing has a sketch-like "finish" and basic coloring, so it can be considered an improvised drawing, done just to pass the time.
