The phrase "code is law" is, at absolute best, a gross oversimplification that siezes on fairly shallow similarities between two things that have extremely different purposes. It's probably done far more harm than good over the last several decades.

I can only assume they're afraid of 'Starmer siezes control of BBC to Stifle Free Speech' headlines just like the ones Johnson didn't get. The 'free' press in this country is so slanted and powerful that Labour plays by Tory rules when it's in government.
