コロンビアは米国との自由貿易協定を受けて、種子流通・品質管理法にあたる行政規則970号を2010年に出す。これはUPOV1991加盟に向けた国内手続きだ。2013年、この決議によって、これまで何の問題もなく行われてきた農民の栽培したお米約70トンが違法種子として政府によって摘発・押収・焼却される事件が発生した。登録された種子以外の栽培は禁止とされ、それに従わなかった違法行為とされた。
日本ではここまで強要はない（少なくとも現在は）。しかし、南の国ではそうではない。だからUPOV1991が植民地主義的条約だと言わざるを得ないのだ。
