So why is local gene editing useful? For example to treat Huntington's Disease, we'd prefer to disrupt HTT in just the striatum if possible, in case it has essential functions elsewhere.

Also caging Cas12f by default reduces off-target toxicity that would otherwise accumulate.

When something good happens after what you just did, your brain has to link that result back to the action. In slices of mouse striatum (think reward learning) dopamine enlarged dendritic spines (input points on neurons) that had just been activated, but only if it came 0.3 to 2 seconds after.
