one of the things that I think is sort of undercovered with autonomous vehicles is that teleoperation is REALLY HARD, like full safe teleoperation is an extremely challenging unsolved technical problem. The smarter players like Waymo very rarely use actual teleoperation for intervention (cont.)
This is a really big deal. The available evidence strongly suggests that Tesla will be using teleoperation for dynamic safety interventions, something the rest of the industry says can't be done safely. The fact that Tesla won't clarify how it is using teleop is a major cause for concern.

Teleoperation of a car on public streets in CA and TX isn't legal, you'd normally have to close the streets. Driving a car on a public street (teleoperation or not) in CA or TX requires a valid drivers license and insurance.

Tesla is clearly prepping a unique fleet of vehicles for this Austin "robotaxi" deployment. Musk said on the last call that they were only Model Y, and that they were adding microphones for emergency vehicle detection. There are also reports of teleoperation hiring at Tesla.

Musk justifies all this by saying the goal is to simply flip a switch and allow consumers to put their cars into the "robotaxi" fleet, except that all Tesla "robotaxis" so far are retrofitted from the factory with camera cleaning and teleoperation equipment. His vision of scaling is a mirage.

All the major L4 AV developers use teleoperation, but only after a vehicle autonomously performs "fallback" to a "minimal risk condition." In English: when an AV sees something it can't handle, it stops/"pulls over" as safely as it possibly can. If stuck there, then teleop helps move it onward.
