Canonically this is due to their birth under a specific phase of the moons. Non-canonically the Ohmes were added - according to series writer Michael Kirkbride - "so I could explain away the Arena and Daggerfall khajiit."

i compare nightmare moon to lich naemon which is apt, for multiple reasons, but the initial snap was of course at the orrery. naemon had so much pent up pain and resentment

There's so many fun things I love in TESlore but the actual main games like dodging anything to do with that shit, writing and quest design wise. Bethesda is also so committed to their settings never moving forward or changing. Nothing happens ever for hundreds of years
