Recidivism is complex terrain as it is affected by numerous factors. However, if there is a lack of throughcare and reintegration support in release process, that's not helpful. Languishing in prison with too much time in cells doing no rehabilitative work also not helpful to post-release prospects.

Alampi, who was supposed to be coordinating the parolee's throughcare, was found sharing a hotel room with the teenager after he removed his ankle monitor. She had exchanged texts with him and checked into hotels under her name while he evaded capture.
