Council approved a $698,700 contract with Kimberly Horne Associates for a citywide traffic study that prioritizes the downtown and Urban Neighborhood West areas on an accelerated schedule; staff said recommendations for focal areas could come within six months of contract signing but implementation may take longer.

Residents reported long delays and unsafe left turns at New Village/Peppers Ferry and asked the committee for a traffic study. Staff said enforcement and education are near-term tools; physical changes such as medians or protected turns would be costly and the intersection does not currently meet signal warrants.

Engineers presented a preliminary planning and traffic study scope for a roundabout at 80th Street and Highway 151; council approved a $102,000 engineering services proposal and staff expects an MPO contribution of $3.6 million toward the larger project.

The federally funded study is intended to mitigate the risk of harm to people and property in the fire-vulnerable South Kohala area.

Staff recommends approval of a PUD amendment for sports facilities and increased building heights.

Following hours of public comment about traffic, erosion and emergency-services capacity, Greenwood County Council voted 6-1 to delay a final vote on the proposed Beasley Home Project rezoning pending a traffic and environmental study.

Following a DOT recommendation, the board agreed to pursue a comprehensive traffic and speed study of Route 32 and related corridors. Residents delivered a petition asking the town and DOT to reduce Taylor Road's speed limit from 30 to 25 mph and requested permanent speed‑monitoring signage.
