This has to be an 8th Amendment violation. Don't forget that everyone in the US, even visitors, are protected by the Constitution.
Recently unearthed records show that, in one set of trials carried out by the US Army, the electric shock gloves caused “overwhelmingly immediate” pain to soldiers in a mock forced cell extraction scenario, who then reported that “just seeing the glove” frightened them into obedience.
