The Commission on Elections (Comelec) has proposed allowing vulnerable sectors, including senior citizens, pregnant women, and persons with disabilities, to vote one week before election day to accommodate their needs and provide convenience. Comelec Chairperson George Garcia announced this during the Kapihan sa Manila Bay forum, emphasizing that these groups would have dedicated polling precincts to avoid long queues alongside regular voters. Garcia stated, 'Sana makaboto sila isang linggo bago mag-eleksyon. May sarili silang dedicated na presinto na hindi na sila pipila nang napakahaba, na kasama ng mga regular na botante,' which translates to 'Hopefully, they can vote a week before the election, with dedicated polling precincts so they won't have to wait in long lines alongside regular voters.' This initiative mirrors the current early voting system for security personnel, media workers, and others serving during elections. Comelec is currently implementing early voting hours for vulnerable sectors, with 74 million registered voters expected to cast ballots in the 2028 National and Local Elections. By November 2028, an additional one million voters are anticipated for the 2028 Barangay and Sangguniang Kabataan Elections (BSKE). Voter registration will open from November 2026 to July 30, 2027, with candidacy filings for the 2028 elections scheduled from September 20-26, 2027. The proposal aims to enhance accessibility and inclusivity in the electoral process, ensuring that all citizens, especially those with special needs, can exercise their right to vote without undue hardship.
