If you missed committee of the whole COTW meeting, Cllr Middleton wanted to discuss items by topic, instead of speakers list. RHJ rejected that idea and insisted that they follow the speakers list. So Middleton proposed a motion to discuss items by topic. It passed. This was the start. #ykacc
