Half of all action TV shows used to be about the hero coming into town, finding one of these rich guys and his yokel goon squad, and kicking his ass with karate or an invisible motorcycle.
Most rural areas have a ruling class. And they want cheap unfree workers & to pass their fiefdoms on tax-free forever. It ain't rocket science.
