As someone formerly in synbio: yeah look you can design a sequence no problem and people are already using ML to design novel sequences but to actually make something you need to either synthesise the sequence from scratch using a company (who check the sequence) or have access to existing sequences
more speculation than substance here. while it makes sense to take reasonable precautions w/ unknowns, i'm just not convinced LLMs are anything like the major bioweapons catalyst it's being hyped as. (plus you can't ignore that this is good PR for anthropic. "see! we can regulate ourselves" etc.)
Breaking News: Anthropic said it halted potential plots by scientists who used its A.I. models to do research that could have helped develop biological weapons.
