Who cares? Who cares what the constitution says if no one ever enforces the constitution unless it fits their political ideology. That’s the world Americans live in, from failing to punish insurrection to allowing anyone to own a death machine to decades of the President bombing anyone at will.
Could be some good reasons the U.S. Constitution doesn’t authorize one person to take the country to war based on their erratic whims and the last person they spoke with.
