UPDATE: Balcony solar legislation approved overwhelmingly by the California Assembly. I'm told it will go back to the Senate (where it's already passed unanimously) for a final clearance tomorrow.
California's finally about to pass a plug-in solar bill to help people save money with cheap balcony solar. Yay!

Thing is, 11 other states got there first. PG&E was a major obstacle — but not the only obstacle.

It seems the administration has learned very little about the relationship between the steel industry and its most important consumer.
