L’Afrique du Sud, qui enregistre l’un des plus hauts taux d'homicides de la planète, avec environ 60 meurtres par jour, est aussi confrontée aux fusillades de masse. Deux fusillades sanglantes ont fait 28 morts en un seul week-end le 27 septembre. Parmi les nombreux facteurs qui expliquent cette situation : le nombre très important d’armes à feu illégales en circulation, lié, entre autres, au passé brutal du pays et de sa région, et à la corruption.  De notre correspondant à Johannesburg, Beaucoup d’armes à feu illégales en Afrique du Sud viennent de pays voisins qui ont connu des conflits, comme le Mozambique, frappé par 15 ans de guerre civile. Certains stocks d’armes auraient ensuite été détournés par des réseaux criminels transnationaux. « On estime qu'il y a 3,8 millions d'armes à feu illégales en circulation dans le pays, souligne Jacob Mofokeng, professeur en criminologie à l’université de Pretoria. En Afrique du Sud, la majorité des meurtres sont liés aux armes à feu. Et on le voit avec ces fusillades récentes qui ont fait 28 morts par balles en un seul week-end ! » La nation arc-en-ciel a également hérité des armes de l’apartheid, un régime brutal et surarmé. Si aujourd’hui la police confisque des milliers d’armes à feu illégales chaque année, la corruption continue d’alimenter les réseaux criminels : « Un colonel a été arrêté, poursuit le criminologue, il travaillait au registre des armes à feu. Lorsque l'État confisquait certaines de ces armes, cet individu avait trouvé le moyen de les revendre aux membres de gangs. » À lire aussiAfrique du Sud: deux fusillades à Johannesburg et au Cap font 27 morts Remonter les réseaux criminels Le gouvernement a mis en place une commission d’enquête pour comprendre cette infiltration des réseaux criminels au sein de la police. Cette commission, Stanley Maphosa, directeur de Gun Free Afrique du Sud, une organisation qui milite pour se débarrasser de la violence des armes à feu, la suit assidûment. « Une seule arme peut être utilisée dans plusieurs fusillades. Le problème, c'est qu'en Afrique du Sud, on s’intéresse surtout au tireur, à celui qui appuie sur la gâchette, explique-t-il. Cette personne est recherchée puis arrêtée, mais on ne trace pas l’arme. D'où vient le réseau qui fournit ces AK-47 ? Comment pouvons-nous remonter jusqu'à ce réseau et parvenir à le démanteler ? » Selon lui, les communautés veulent aider, mais craignent les représailles : « La majorité des gens ne veulent pas d'armes. Ils sont disposés à servir d'informateurs, mais ils ont peur, car les informateurs sont susceptibles d'être tués et ne bénéficient pas d'une protection suffisante, déplore Stanley Maphosa. D'une certaine manière, cela crée un climat de peur et de normalisation. Je pense que la peur et la normalisation sont deux phénomènes bien présents dans les communautés. » Car l’Afrique du Sud enregistre en moyenne 60 homicides par jour. Et selon les autorités sud-africaines, les armes à feu restent le moyen le plus fréquemment utilisé pour commettre ces meurtres, devant les armes blanches.
