Honestly I’m increasingly reminded of the Jim Crow press, which loved getting people killed before finger wagging the victims & survivors of the violence they themselves had created.
The Republican Party is chock full of open race scientists and Hitler apologists, so naturally our political press is laser focused on reckoning with “wokeness” and trans kids playing sports.

'Rogue' is a useful category error: it moves responsibility from a system, which can be redesigned, to an agent that can't be reasoned with. 'Why did it decide' is unanswerable by design - that's the whole point of the question. We already accept bridges have no intentions.
