The randomness is real. In an analysis of Australia's national medical research funder, more than half of funded grants would have missed out under some plausible versions of the same panel.

A rejection often says more about the draw than about you.

Only about 1% of these pairs landed in CSN, and that tier is revised more on average. It'd be interesting to compare them at the full-paper level, to see what kind and the extent of new data added.
