No. Rejecting any project under the EPBC Act is absurdly rare.
The only fossil fuel development that has ever been rejected under that Act was helped along by political factors, and even then only occurred after the project was already a dead duck.

The mine was not refused on climate change grounds. So without legal reform, other fossil fuel projects may still go ahead.
