The EU has achieved its biggest wins on the rule of law front not through dialogue, but by inflicting financial pain on miscreants. This is reflected in the SOTEU, as Uschi mentions the incoming budgetary RoL conditionality in the next MFF (not to be confused with the 2020 RoL conditionality reg)

In general, framing anti-democratic, anti-EU forces within Member States as the key rule-of-law problem misses the full picture. The Maltese circular corruption crowd is not anti-EU; in fact, they depend heavily on Malta being part of the bloc. They just want to get rich quickly through grift.

In 1990, when we started caring about climate change, transport was only the 3rd largest sector in the EU, well behind energy supply & industry, and barely higher than residential emissions
