US banks are allowed to operate in Canada and some do. They don’t offer full services here because they would have to follow Canadian bank laws for consumer protections and keep sufficient lending reserves.

At some point, the rhetoric stops being negotiation and starts confirming that signing a deal with these people would have been reckless.
