In late 2023, you could run the best open weight model like Mixtral 8x7B on your high end PC.
Today, Mistral Medium 3.5 has 128B parameters which means local deployment is strictly out of question for most people and this model is considered mediocre at best.
If Burnham wants to be ahead of the curve when it comes to tech he would throw resources at backing development of cheap AI models that can run offline on a simple laptop rather than backing costly centralised data centres that American tech oligarchs need to stay insanely rich

The reason why Chinese EVs are so cheap is combination of following factors: 1. A very robust supply chain. 2. Heavy gov investment in technology/infrastructure. 3. Abundant supply of skilled workers willing to accept lower wages while working overtime
