I swear to god I'm not actively trying to be a doomer, but you should push back on this as much as possible because one of the things keeping decomps in a safe state is their clean-room approach.

There are still ways you can contribute to fan translations even if you don't read Japanese or hacking skills. In particular, you can help playtest translations. You can help edit trailers to help spread the word. Some projects would probably even benefit from people with genuine management skills.
