Concerns are either concerning or they’re not concerns. Pre-qualifying them as ‘legitimate’ seeks to delegitimise others. It’s also a way of issuing a rebuttal first - ‘My real concerns really are real’.

It’s almost like the people saying they have legitimate concerns actually know they don’t…
