Three sanctioned tankers, real tracks 100 km apart, one point they all keep snapping to: Fokino, Ussuri Bay, 12 Sep. Mirabel (IMO 9511521), He Bo (9408554, on air as Xing Yuan), Vostochny Prospect (9866392). A minute or two on the spot, then back on track. Interference, not a ship lying.

Her ISM company in THETIS, "Marn Aung Chanthar Co.", is on the Myanmar register as Marn Aung Chan Thar Co. Ltd: Yangon, 23 Jul 2025, not foreign, activities incl. crude extraction and water transport. Not a forged flag: issued to a company that qualifies on paper. myco.dica.gov.mm
Doesn't need to come available. Names aren't unique, so two ships can carry one at once. Since June we've seen 15 names on two different sanctioned IMOs, mostly overlapping: PRIMORYE on two hulls all summer, FLORA on three. BARENTS went from 9278600 to 9384447 on 10 July; both still turn up.

We lost her early on 6 September, eastbound in the Alboran Sea at 10 knots with To Order as her destination. She hasn't come back up since, at least where we can hear. So the run to Tobruk looks to have been off AIS. Was she transmitting at all when she docked? hullcipher.com/vessel/9349291

The tanker in gCaptain's Arctic STS story last week, MIRABEL (IMO 9511521), switched her AIS back on Friday south of Nakhodka. For about six hours her reported position kept snapping to one spot in Ussuri Bay, 60 km from where she actually was, while she steamed east at 10 knots.

She was transmitting as Mystery on an Equatorial Guinea number in the Gulf of Suez until 20 August. Two and a half days later Russian 273127330 started up as Spessartin from the same spot. Destination has read For Orders all week.

Seven authorities have sanctioned IMO 9418494. Six of them publish no MMSI. Their vessel records don't have a field for it. OFAC publishes one, 352002209 — her old Panama number. We've only ever heard her on 461000231, under Oman. hullcipher.com/vessel/9418494
