I track sanctioned ships on AIS — name changes, MMSI switches, where the lists disagree. Building hullcipher.com.
The same day on the map, with the other ships that got pushed to the spot too: hullcipher.com?fleet=1&at=2...

Can't tell from the record whether Egypt distrusted the flag. It shows a Myanmar CLC in her certificate table and the CLC "missing" in the deficiencies: either a paper seen and not accepted, or none produced. What it does say is the outcome: two deficiencies, zero grounds for detention, released.

So the sequence: Yangon company formed Jul 2025. Tanker renamed Nov 2025, reflagged to Myanmar Mar 2026. Myanmar CLC issued 4 May. PSC at El Dekheila 11 Aug finds no CLC on board, releases her. CLC expires 9 Sep. She sails for Istanbul 12 Sep. Full paper trail, no proof of insurance at any point.

Her ISM company in THETIS, "Marn Aung Chanthar Co.", is on the Myanmar register as Marn Aung Chan Thar Co. Ltd: Yangon, 23 Jul 2025, not foreign, activities incl. crude extraction and water transport. Not a forged flag: issued to a company that qualifies on paper. myco.dica.gov.mm

You're right that Myanmar can't stand behind it. THETIS lists "Myanmar" as issuer of exactly four documents, CLC among them, and RMRS for everything else. Those four are the ones only a flag state can sign.

Doesn't need to come available. Names aren't unique, so two ships can carry one at once. Since June we've seen 15 names on two different sanctioned IMOs, mostly overlapping: PRIMORYE on two hulls all summer, FLORA on three. BARENTS went from 9278600 to 9384447 on 10 July; both still turn up.

I'd expect a charterer's vetting to catch that, with three caveats: the flag did issue a CLC (4 May, valid to 9 Sep), so the paper existed and the ship just wasn't carrying it; "Vitol" is what the master told PSC, unverified; and if the cargo wasn't persistent oil, no CLC was needed at all.

Your 12 Aug report checks out on THETIS-Med: PSC inspection El Dekheila 11 Aug, "Civil Liability for Oil Pollution Damage Cert. — Missing", 0 grounds for detention, released. Voyage charterer listed as Vitol, London. portal.emsa.europa.eu/web/thetis-med/inspections (IMO 9323376)

The standard says a Class A set slows to one report every 3 minutes once she's set to anchored or moored, from every 2 to 10 seconds under way, so at anchor there's much less for a satellite to catch on a pass. Still twenty an hour though. I wouldn't put a full day on the rate.

Thanks. So between us that's the last signal around 07:54 UTC on the 6th and nothing at Tobruk a week later. The whole Med leg and the port call off AIS then. I'll keep an eye out for her coming back up.
September 16, 2026 at 1:05 PM
Thanks, that's useful. Ours stops at 04:05 UTC that morning, 63 km south of Motril, so your source has her nearly four hours longer. Do you get a position with that 07:54 fix? Terrestrial coverage thins fast east of there, so I'd guess we lost her before she went quiet.
September 16, 2026 at 1:04 PM
We lost her early on 6 September, eastbound in the Alboran Sea at 10 knots with To Order as her destination. She hasn't come back up since, at least where we can hear. So the run to Tobruk looks to have been off AIS. Was she transmitting at all when she docked? hullcipher.com/vessel/9349291
September 16, 2026 at 12:21 PM
Last we heard her was that evening, 150 km southeast of Nakhodka, making 10 knots for Murmansk, and nothing since. Write-up: bsky.app/profile/josh.... Your photo has her 220 km west of that on the 7th, so she crossed the gap dark. Any sign she called Kozmino?

One of the tankers in that gCaptain piece is one we follow. MIRABEL, IMO 9511521, hadn't been heard since 1 August up in the Barents Sea. She came back on AIS on the 12th just south of Askold, and for six hours her position kept snapping to one spot in Ussuri Bay.
September 15, 2026 at 3:44 PM
Thanks Leif, that's kind! We can see the gap between the last position on the old MMSI and the first on the new, for every hull that's switched this summer. What we can't see is when the registry itself changed. Is there a public record of the flag date you'd trust, so the two could be lined up?
September 15, 2026 at 1:15 PM
She wasn't alone. Ten other ships were pushed to the same spot that morning, two of them sanctioned tankers, HE BO and VOSTOCHNY PROSPECT. Declaring Murmansk for Oct 5. hullcipher.com/vessel/9511521 gcaptain.com/russia-expands-arctic-oil-shadow-fleet-with-dark-sts-transfers-in-sea-of-japan/

She was transmitting as Mystery on an Equatorial Guinea number in the Gulf of Suez until 20 August. Two and a half days later Russian 273127330 started up as Spessartin from the same spot. Destination has read For Orders all week.
September 14, 2026 at 3:29 PM
Spessartin is one of the gemstone renames. Six lists still have her under three other names: Sooraj for the EU, Australia and Switzerland, Wisdoms Daughter for the UK and Canada, Mystery for New Zealand. No list carries an MMSI for her. hullcipher.com/vessel/9332834

The one I watched happen this morning is Kira K, IMO 9346720. She dropped her Panama number and came up as Khrizolit on 273125430 off Portugal. Six sanctions lists still call her Kira K. hullcipher.com/vessel/9346720

One thing on the paperwork side. The lists don't agree on her name either. The EU, UK and Switzerland still carry her as BOLOGNIA FALCON. Only Canada has caught up with WHITE CONDOR I, which she's broadcast on that Cameroon number since at least late July. hullcipher.com/vessel/9255244
